Herod the Great built Caesarea in the 25–12 BC timeframe. It was the Roman Empire's Judaea Province government center.  

Herod the Great realized many building in Judea: the expansion of the Second Temple in Jerusalem, the construction of  Caesarea, Masada and Herodium.
